Elliott, DC, PhC, MC, a graduate of the college.<\/p>\n<p>In 1915, the tuition for the two-year, four-term DC program was $300; a high school diploma was required for admission.<\/p>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/catalog_1915-17.pdf\">PCC 1915 Catalog.<\/a><\/p>\n<p>Between 1909 and 1915, PCC graduated 91 students. Dr. Nellie Byrd, a close friend of Dr. Anna Powell, was a member of the 1915 graduating class. Her 1955 historical account provides some details of that period.<\/p>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/Nellie_Byrd_History.pdf\">Nellie Byrd historical account of early years.<\/a><br \/>\n<a href=\"\/pdf\/UWS_Chapter_1\/Ketchum_history.pdf\">Dr. Ketchum historical account of early years.<\/a><\/p>\n<p>In 1915, the Oregon state legislature passed the law recognizing chiropractic as a licensed profession and established the <a href=\"\/pdf\/UWS_Chapter_1\/Oregon_Prac_Act_1915(1).pdf\">Oregon Chiropractic Practice Act<\/a>.<\/p>\n<div id=\"attachment_1092\" style=\"width: 205px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1092\" class=\"size-medium wp-image-1092\" src=\"https:\/\/history.uws.edu\/wp-content\/uploads\/Nellie-Byrd-photo-195x300-195x300.jpg\" alt=\"Nellie Byrd\" width=\"195\" height=\"300\" \/><p id=\"caption-attachment-1092\" class=\"wp-caption-text\">Nellie Byrd<\/p><\/div>\n<p>By 1919, Dr. Elliott had moved the campus to SW Park and Yamhill and had expanded the DC curriculum to 3,400 hours; 1,000 hours more than was required by Oregon State law. <a href=\"\/pdf\/UWS_Chapter_1\/catalog_1919.pdf\">PCC 1919 Catalog.<\/a>\u00a0PCC remained at SW Park and Yamhill until 1925-26 when the college was moved to 125 Grand Avenue North.<\/p>\n<p>On June 20, 1922, Dr. Elliott dissolved PCC only to reincorporate and purchase it under new articles two weeks later on July 3, 1922.<\/p>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/corp_diss_22.pdf\">PCC dissolution documents 1922.<\/a><br \/>\n<a href=\"\/pdf\/UWS_Chapter_1\/corp_art_22.pdf\">PCC incorporation artilces 1922.<\/a><br \/>\n<a href=\"\/pdf\/UWS_Chapter_1\/Elliot_PCC_purchase_22.pdf\">PCC purchase agreement and inventory 1922.<\/a><\/p>\n<p>The reason for this odd maneuver most likely had to do with money. The \u201cnew\u201d articles of incorporation allowed the college to sell stock in itself, something it did on the very same day the new articles were signed.<\/p>\n<div id=\"attachment_1096\" style=\"width: 286px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1096\" class=\" wp-image-1096\" src=\"https:\/\/history.uws.edu\/wp-content\/uploads\/location-PCC-1919a-webres-300x228-300x228.jpg\" alt=\"PCC at SW Park and Yamhill 1919\" width=\"276\" height=\"210\" \/><p id=\"caption-attachment-1096\" class=\"wp-caption-text\">PCC at SW Park and Yamhill 1919<\/p><\/div>\n<p>Documents dated July 3, 1922 show Dr. Elliott receiving 40,960 shares of PCC stock in \u201csurrender of:\u201d $132.00 in cash, $25,000 in accounts receivable, another $25,000 of \u201cgood will of the business,\u201d $7,000 of improvements made to the college, $12,000 in furniture and other college related materials and $6,500 worth of debt that the college would assume. The same July 3, 1922 documents show Dr. Elliott surrendered 35,000 shares of his PCC stock to Hartman and Louise Stein in exchange for: \u201cFractional Block 6, Wheeler\u2019s Addition\u201d and \u201cLots 6, 7 and 8 of Block 6, Heiple Addition to the City of Portland,\u201d upon which remained an unpaid balance of $15,500.<\/p>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/corp_stock_sale_22.pdf\">PCC sells stock in itself.<\/a><\/p>\n<p>Oddly, it was not until Aug. 11, 1922, that the State of Oregon issued PCC a \u201cPermit to Transact Business as a Dealer\u201d, allowing the college to sell $20,000 of stock in the corporation.<\/p>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/corp_dealer_22.pdf\">PCC\u2019s permit to sell stock in itself.<\/a><\/p>\n<div id=\"attachment_1102\" style=\"width: 310px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1102\" class=\"size-medium wp-image-1102\" src=\"https:\/\/history.uws.edu\/wp-content\/uploads\/PCC-1926-300x99-300x99.jpg\" alt=\"PCC at 125 Grand Avenue North\" width=\"300\" height=\"99\" \/><p id=\"caption-attachment-1102\" class=\"wp-caption-text\">PCC at 125 Grand Avenue North<\/p><\/div>\n<p>The historical record does not provide an explanation for the peculiar sequence of these events. By the end of 1922, PCC employed 12 full-time instructors and offered three degrees: a DC (doctor of chiropractic), a Ph.C. (philosophy of chiropractic) and a MC (master of chiropractic). The DC degree had expanded to a three-year program (seven months\/year) and tuition was $450. During the 1916-1917 academic year, a group of disgruntled students, led by Dr. Leonard Hasfad, left PCC to start the Oregon College of Chiropractic Physicians and Surgeons. Like many splinter chiropractic programs of that era, it didn\u2019t survive long.<\/p>\n<p>Dr. Elliott was very active in local politics and at the national level as well. Due in large part to the lobbying efforts of Dr. Elliott, the 1925 Oregon legislature changed the Oregon Chiropractic Practice Act to require a minimum of 3,200 hours for chiropractic licensure, including a specific requirement for 400 hours of physiotherapy, electrotherapy and hydrotherapy.\u00a0It was also through his political involvement that he is credited for aligning PCC with the National Chiropractic Association.<\/p>\n<div id=\"attachment_954\" style=\"width: 310px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-954\" class=\"size-medium wp-image-954\" src=\"https:\/\/history.uws.edu\/wp-content\/uploads\/PCC-grads-1925-300x252.jpg\" alt=\"1925 PCC graduation class program\" width=\"300\" height=\"252\" srcset=\"https:\/\/history.uws.edu\/wp-content\/uploads\/PCC-grads-1925-300x252.jpg 300w, https:\/\/history.uws.edu\/wp-content\/uploads\/PCC-grads-1925-1024x862.jpg 1024w, https:\/\/history.uws.edu\/wp-content\/uploads\/PCC-grads-1925-624x525.jpg 624w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><p id=\"caption-attachment-954\" class=\"wp-caption-text\">1925 PCC graduation class program<\/p><\/div>\n<p>Very little else is known about Dr. Elliott. Elliott<\/p><\/div>\n<p><a href=\"\/pdf\/UWS_Chapter_1\/lenore-elliot.pdf\">Board minutes of Dr. Elliott\u2019s passing 1926.<\/a><\/p>\n<p>Control of the college fell to Dr. Elliott\u2019s wife, Lenore, who was listed as president in subsequent catalogs.
